I need HELP Understanding the ratio in Compressing

"A ratio of 10:1 would mean that it would take an increase of 10 dB coming into the compressor to cause the output to only increase 1 dB".

Question: Does that mean for every 10 decibels over the threshold that only 1 signal from the original threshold level will be released?

I know it's explain very clear up top, but for someone who doesn't quite get it fully yet, I'm not grasping it how I should.
