The mic preamp is intended to raise the volume because most mics offer a very weak signal. But once in a while you may find an instrument that is so loud that the mic pre can't be turned down low enough. It is possible that the preamp can still peak (clip) with the volume all the way down.
If neither your microphone nor preamp has a pad switch then here is the next best alternative.
